Settings for public or private viewing and member priveleges

My blog is set up in a multi-user conversational style with comments turned off. It is private and members are either the administrator or authors. I am considering if it would be advantageous to change the setttings so only the members can post, but the public can view it. How would I change the settings so it could be viewed by non-members? Would the sidebar links work for non-members? Thanks.

Privacy settings:
http://en.support.wordpress.com/settings/privacy-settings/If you have comments switched off, the public will not be able to post to either option of a public blog. The public cannot make posts on your blog.
Your administrators, authors, editors, and contributors will still be able to make posts on your blog.

OK, I understand the setting I would want to use is “Allow search engines not to index this site” since it would allow everyone to be able to read my blog” while blocking search engines.
My next question would be if viewers wanted to request membership, would they be able to do so by clicking on a contact form on the site?

Yes, but contact forms just send you an email. It’d be up to you to Invite them to be users. It cannot be automated.
