Settings, Reading page not showing static option

My Settings, Reading page does not display an option for static pages. I have a home page and a Meet page created. I deleted the About page. I have changed the theme several times but its still not showing.

Are you logged in as Adm,in under the exact same username account that registered the blog?
Did you create two pages first?If you do not want all the posts to show on the front page, then you can create a static front page called for example “Welcome” for your site and a “Blog” page for posts. To do that create two pages first http://en.support.wordpress.com/pages/
After you do that you go to > Settings > Reading and make the designation change and click “save changes”.

Yes I am logged in as the admin of the site.
I did create 3 pages and when I went to the Settings, Readings page only one displayed (About) in the static list. I deleted the About page thinking the other pages would list but they didn’t and now I don’t even have the option of a static page. -
We all have that option so what is the URL of the blog?
What are the titles of these missing Pages?
Are you sure you did not create Posts? -
dianaguerin.wordpress.com is the URL of the blog and the page I am referring to is:

As you can see there is no option for a static page
Hope this helps. The support documents indicate that if the static option doesn’t display that I should change the theme. I tried that but I continue to have the same results. -
I discovered why the static option wasn’t displaying. You have to publish the page first before this option is available.

Oh! Well of course and I’m so sorry I failed to mention that. I’ll [post this for the benefit of those who use the forum searchbox and locate this thread in the future.
Troubleshooting – My Pages aren’t appearing
They must be public pages – not private and not drafts so check the page visibility setting and make sure it set to Publish http://en.support.wordpress.com/pages/page-visibility/.Public – The page will be visible to everyone.
Protected – The page is protected with a password you set. Only people who have the password can view a protected page.
Private – Pages are only visible to blog Editors and Administrators. Private pages are not visible in Reader, feeds, or in any search. A page can be private without being password protected.
