Hi there,
Can you see the Settings submenu if you log directly into WP-Admin?
The only possible cause I can think of is a plugin conflict, so try disabling all plugins except Jetpack, and switch to the default Twenty Twenty-Two theme. If the problem goes away, enable them one by one to identify the source of the problem.
If you are able to install plugins, install Health Check. On the troubleshooting tab, you can click the button to disable all plugins and change the theme for you, while you’re still logged in, without affecting normal visitors to your site.

Hello,
Thanks for answer but problem is at WP.com side. Local wp-admin (self-hosted) no issue. I linked my website with jetpack. When I visit https://wordpress.com/home
I see my three websites.
A. My personal blog on WP.com
B. Self hosted.
C. Self hosted. If I switch to A or C settings menu is fine. But If I switch to B. Setting sub-menu missing.

Ok, please try disconnecting Jetpack from WordPress.com at Jetpack > Dashboard > Site Connection > Manage Site Connection in your site’s Dashboard, then connect again when prompted.
If that doesn’t make any difference, please contact Jetpack’s support about this via https://jetpack.com/contact-support/?rel=support if you have a paid plan, or https://wordpress.org/support/plugin/jetpack/ if you do not.
