  I am familiarizing myself with the main dashboard. When I click on Settings, a blank page comes up. Is this correct?

  The dashboard should never load a blank screen, no. Can you please confirm exactly where you see this? At https://wordpress.com/settings/general/lanarouse.com or http://lanarouse.com/wp-admin/options-general.php

  If at the first link, then it’s likely a problem with your browser. Please clear your cache and cookies, and also make sure that JavaScript is enabled in your browser.

  If at the second link, there’s likely something wrong with your WordPress installation. Please post in the WordPress.org forums for more help in that case:
