Settings —> tagline change not visible

I have several WordPress blogs and I log in with one name/password. One of my blogs does not have all options in Settings (only Sharing and Polls).
Not I have the stupidest phrase “Just another WordPress site” as tagline and I would like to change it. No can do because of the castruation of Settings tools. General, writing, reading, discussion, media,sharing… are missing from Settings tools.
What can do?
The blog I need help with is: (visible only to logged in users)

1. Not every theme will display a Tagline.
2. You must be logged in as Admin under the exact same username account that registered the blog to access this page > Settings > General

The Site title and/or the optional Tagline can be changed on the top of this page at any time. > Settings > General
“save changes”
That is exactly where search engine spiders look for the site title and removing it from there can cause issues with getting your content indexed. -

You must be logged in as Admin http://en.support.wordpress.com/user-roles/#administrator under the exact same username account that registered the blog to access the blog’s dashboard.

Sorry of double postings, your Worpress discussion board usability is one of the worst on this planet. It does not show when you have sent the message, it multiplies your “sent” message below your draft, your timechiefs reply us members, not your UXD/UI designers.
If WordPress doesn’t design/realize any better UI system just copy competitors’ ones. Don’t blame me, I am just a user of your stupid system.
My dear timechief may apply to my courses of UI-UXD-Design.
