"Settings" UI doesn't match the documentation for setting reader access, etc.

When I press Settings, I don’t see anything like the doc describes for setting and limiting access by readers, and so on. The list that pops up does not include Readers, for example.
The blog I need help with is: (visible only to logged in users)

Are you referring to this support documentation at http://support.wordpress.com which is the only documentation that applies to WordPress.COM blogs?

Any blog set to Public visibility can be read by anyone with internet access. http://en.support.wordpress.com/settings/privacy-settings/
If you’d like to invite others to publish posts or help approve comments on your blog, you can invite them to be a Contributor, Editor, or Author. If you want users to receive updates each time you publish new content you can invite them to be a follower/viewer.

Privacy Settings
The Privacy Settings control who can and cannot view your blog. You can make your site public, private, or block it from search engines.I want to control who can read my blog, comment in it, and so on.
The only access to Settings I have found is that _sometimes_ “Settings” is an option in the pop-down list under my username and icon in the upper-right corner. (Haven’t figured out when that list is there and when it isn’t, but in this screen that I’m working with at the moment, Settings is not in that list.) However, from that access point Settings does not include anything to make my “site public, private, or block it from search engines.” Some other doc shows a different pop-down that includes selections for “Reading” and “Writing”, but I have not found that UI anywhere.

For example, http://en.support.wordpress.com/settings/privacy-settings/ does show the list with Reading and Writing, but I can’t actually find that UI.

mrdowe, thanks, but I didn’t select public. I just skipped the step that offered me choices of either facebook or twitter because I don’t want exposure by way of either one. The “Publicize” link seems to be all about publicizing, not (or at least not much) about maintaining very low publicity, but I admit I didn’t read the whole thing super carefully, just scanned the last 1/3 or so.

ok, my account is with WordPress.COM, which apparently does not provide the features I want for managing readers.
