Setup a plugin

I want to set up a plugin in my site, but I can not.
The blog I need help with is: (visible only to logged in users)

http://ebusiness20blog.wordpress.com/ is a wordpress.COM hosted blog. It is not a wordpress.ORG software install so you cannot upload and run blogger installed plugins on it.
Blogger installed plugin capability does not exist on WordPress.COM blogs and there is no upgrade you can purchase here that changes that reality.

http://en.support.wordpress.com/plugins/For that type of functionality you’d need a self-hosted WordPress.ORG software install running on a paid web hosting service.
WordPress.COM and WordPress.ORG are completely separate and have different username accounts, logins (passwords), features, run different versions of some themes with the same names, and have separate support documentation and separate support forums. You can hire a web host http://wordpress.org/hosting and move your content into a WordPress.ORG install https://en.support.wordpress.com/moving-to-a-self-hosted-wordpress-site/
If you don’t have a username account at WordPress.ORG click http://wordpress.org/support/ and register one on the top right hand corner of the page that opens, so you can post to the support forums there.

I think I’m in the same position. I’m with wordpress.com and would love a plugin to create a pop to get subscribers…I’ve only had the blog a few months but are you essentially saying I need to create a new blog through wordpress.org for this feature? Thanks

Popups are not possible on wordpress.com blogs, and given how many of us HATE them and refuse to subscribe to blogs that have them, because we find it ignorant and arrogant that anyone would install an in your face pop-up that displays a subscribe to my site message before we have read a whole post, I’m extremely happy about that.For a subscription widget see https://en.support.wordpress.com/widgets/follow-blog-widget/

How do the plugins work? Im also having trouble, just paid for premium membership and the plugins download but why they not just load straight into the wordpress personal admin to edit the site :(
Dam keep going around in circles with 200 pages open and nothing but frustration going on.
I have no Add Plugin on my side menu… The only place I see Plugin option it wants me to upgrade my plan…. But I already have Shiiiiiiiiiiiiiiiiiiieeeeeeeeeeeettttttttttttttt Faaaaaaaaaaaaaaar out
