Setup or link an existing PayPal account in WooComerce to enable refunds

After successfully linking my PayPal account to my Managed WordPress Site through WooCommerce, I am not able to issue refund via PayPal Checkout. Below is the error message I get when I attempt to send a refund:
‘[PayPal error (10002): An error (10002) occurred while processing your PayPal payment. Please contact the store owner for assistance.]’
