  Can I share my Media Library with another blog on my account?

  Yes and no. You can’t access blog A’s media library from blog B’s dashboard or Add Media button, but you can insert images from blog A’s library into blog B’s posts and pages by using the Add From URL option: http://en.support.wordpress.com/images/adding-images-to-posts-or-pages/#insert-an-image-from-the-web

  You’ll first have to view the image in blog A’s library and copy the image URL, then paste that URL in the required area when inserting the image into blog B.
