shipping internationally with woocommerce

    Hello, I have set up a shipping zone to a town in Germany but when the customer tries to place an order he is not having shipping charges added. He sees the charge in CART but not at CHECKOUT. I have reproduced the problem and see that what is happening is that although the shipping zone is set up, the system goes to ‘Locations not covered by your other zones’. I know this because I entered $1000 as the flat rate for shipping in ‘Locations not covered by your other zones’ and that is the charge that shows up and not the one that I entered for the correct shipping zone to Germany. How do I fix this?
