Shipping Rate Help

    The person who runs this website would like one of two things to happen:
    They would like to set it up so that the first product in the cart has a shipping cost of $3 while each additional product in the cart has a $1 shipping cost.

    OR

    They edit/add on the shipping cost information themselves upon checkout.

    Is there a plug in that makes this possible?
