Shippo will not connect to woocommerce.

  Hello,
  Im getting this error when i try to connect my woocomerce store to shippo. Error: An error occurred in the request and at the time were unable to send the consumer data. Ive contacted customer support with shippo, they dont know, i asked my hosting they said its not anything dealing with them. It has to be something with worpress or possibly a plugin, but i disabled all my plugins for the whole site and tried connecting but i was getting the same error.
  Honestly, i have no idea how to fix this, hopefully someone can help me. thank you
