  Can I create a website with a store before committing to the 300€ annual fee. Once I am happy with my layout and site I would be happy to pay but is this payment in advance to give access to an e-commerce site?

  Your best option for creating a functioning online store via WordPress.com would be installing and configuring the WooCommerce plug in which is only available as a Business plan member. For more information about running a store through WordPress.com please review the following links:
