I want to add a shopping cart plugin to my site… I looked a couple of tutorials and they talk about an ‘add’ or ‘upload’ function that is not apparent to me on my desktop – when i see plugins they are only what is available – no option for adding? Is this because I am on the free plan or is there something else I am missing?

I’m afraid it’s not possible to add plugins to sites at WordPress.com. You can only do this on self-hosted WordPress.org sites.
The difference between WordPress.com and WordPress.org is a bit confusing so we’ve put together this guide: http://en.support.wordpress.com/com-vs-org/
However you can add Paypal buttons to your site as a way to sell things:
