Shopping cart doesn’t recognize shipping zones

Until a few days ago, my shopping cart was working fine. But now it doesn’t recognize the three shipping zones I’ve set up with flat rates. It applies one zone’s flat rates to any of the three zones. I’ve double-checked the shipping set-up, updated everything, and cleared the cache, as the WP bot suggested. But the problem continues. Any help much appreciated.
