Jetpack is a feature-rich plugin for self-hosted WordPress sites. As your site is hosted at WordPress.com you already have access to all of Jetpack’s features. You don’t need to activate it.
Please read the below support document regarding various shortcodes and the WordPress plan you need to be in to access the same.

Hi there,
Your account does not appear to have any user-role on that site. You will have to be added as an Admin on the site before you will have any access to Jetpack settings.
Please ask the site owner to add you as an admin at My Site ->People, and then you should be able to use the shortcodes, and you’ll be able to contact live chat support for any help. If the site owner has any trouble adding you, please ask them to contact us here:

I have used these codes on a similar site I manage with the display-posts plugin…

Hey there! If you are having trouble with the Display Posts Shortcode on your site with a Business Plan, try installing this plugin to enable it:
