Should full blog URL from media library go in CSS customisation?

Is there an answer to this question,
” should the full URL from my media library go into the CSS code without breaking something?”
i.e. is it possible to omit the complete blog’s url but keep the media file name in the CSS? I only ask this because I have never seen full URLS in CSS code before.
The blog I need help with is: (visible only to logged in users)

Yes, you need to use the full URL.
If you examined the original CSS of your theme and saw no full URLs, that’s because the bg images are stored in the same place as the CSS. Example:
https://wpcom-themes.svn.automattic.com/adventure-journal/style.css
https://wpcom-themes.svn.automattic.com/adventure-journal/images/paper-crumpled-sm.jpg
Doesn’t apply in the case of images uploaded to your blog. -
