should I use wordpress.com (free) to build cheap websites for small town biz's?

    Hello. What are the advantages and disadvantages of me using wordpress.com to build inexpensive small to medium websites for businesses in a certain small town? (I’ve decided I don’t want to use wordpress.org for several reasons.) My goal is simple sites that I can create just with the free themes. So far I only see advantages, but I want to throw it out there to get some expert opinions. Has anyone ever tried this? Can it work?

    Also, am I safe to just use the free account rather than Premium if I don’t need to change any css code? I haven’t seen any WordPress ads on free accounts anywhere, but if someone has them on your page I would appreciate seeing what they look like. I was thinking of using the free account and then if ads ever showed up I could upgrade the client to the Premium account and have the client absorb the $99/yr price after explanation. Judging from experience I have with many small businesses in that town, they don’t want to spend a lot of money on advertising and have a laid back attitude like ‘Just make it the way you think it will look good. I’m not picky, all I want is for the phone to ring.’ But I know that a responsive, attractive website is the only way to go and WordPress is a great opportunity to make that happen, cheap.
