  Now l have created this site(vmlresume.com) but there is no options to customize the functionailty of the installed theme please help me..

  Are you sure http://vmlresume.com is your website? It doesn’t load and the domain is available for sale.

  If you meant http://vmlresume.wordpress.com/, then you can use the Customizer to tweak your theme’s settings. https://en.support.wordpress.com/customizer/

  Using custom CSS on top of your theme is allowed if you’ve a Premium or Business subscription for the site.
  https://wordpress.com/plans

  Directly editing theme files is not allowed on WordPress.com.
