It seems possible that you’re editing a specific page (in this case, your homepage) rather than the website’s Theme itself.
So firstly, just in case, here is some documentation on selecting a Theme:

In short, go to your Dashboard (where “My Site” at the top left takes you), and then go to Appearance > Customize.
From there, locate your theme’s sidebar options; this may be under Widgets, or under a label such as “Layout” > “Content/Sidebar”. It depends on the theme.I hope this helps!

I’ve just realized you might be interested in using the Navigation Block:
https://wordpress.com/support/full-site-editing/theme-blocks/navigation-block/Though, I suggest trying Dashboard > Appearance > Customize first; the flexibility of navigation blocks might not be necessary in this instance.

Could you tell me the theme that you are using for your site?
Some themes are designed to have sidebars and some are not. So you can change the theme which has a sidebar.
