  I found this: http://www.linksback.org/wordpress/wordpress-plugins/wpcontact-wordpress-plugin/all-comments/#comments

  It says to download the plug in which I did. Then I’m supposed to “Activate the plugin through the ‘Plugins’ menu in WordPress”. Where is the plug-in menu? I’ve searched everywhere that I can think of.

  Excuse me but you are confused. Here at wordpress.com we do not have plugins. Yours is a wordpress.com blog so the answer to your question is “it does not exist”.
