Sidebar is missing widgets

Sidebar not complete, I’m missing the plugin widget in my sidebar and having extreme difficulty getting help in this matter.

To confirm, you’re referring to the Plugins option on the left-side of your blog’s dashboard? (Other items near where you’re looking include Appearance, Users, Settings, etc).
On WordPress.com, plugins are not allowed for security and stability purposes. Plugins can be used on websites using the free WordPress.org software. (more about the difference between WordPress.com and WordPress.org).
What plugin did you want to use? We have a number of extra features that provide the same benefits of a number of plugins.

I have a blog with wordpress.com (scootwithme). My friends signed up the exact same time I did, they ALL have a plugin button on the the left sidebar as you described except me. My blog does not have this button. Why not? How do I get it? I wand to upload easy azon and I have already uplaoded Zemanta wirhout problems, I see no reason my I’m singled out by not having a plugin button on my sidebar like everyone else.
Please explain.

While you’re using WordPress.com for your site, your friends must have signed up with a different hosting service that uses the WordPress.org software (mentioned in more detail above).
On WordPress.com, there is no Plugins menu, so you’re not being singled out at all.
If you’ve already uploaded a plugin somewhere, it is possible you have a WordPress.org-powered site elsewhere?
