  Why can I only add widgets to the footer and not to a sidebar in the top?

  Hi there – It’s purely dependent upon the theme you choose. If you would like to put widgets elsewhere, try taking a look at other free themes here to see if any look a little more like what you are wanting: https://wordpress.com/themes/free
