  I registered with WordPress, as it advertised for free, but now there seems to be a charge

  There’s no charge if you create a free site with a .wordpress.com subdomain address. If you’d rather have a custom domain address then you need a paid plan.

  As themagicrobot mentioned, the yoursitename.wordpress.com sites are indeed free. It is possible, that you are seeing the price for a different domain name option, but there is always an option to continue with the free account.
