Signing up for e-commerce plan

I want to sign up for the e-commerce plan. I currently have a Word Press web site that is being managed by a 3rd party. How do I sign up so I can ask some basic questions on migrating the web site without interruption and not losing capability? It won’t let me sign up for a subscription without answering migration questions.
