Signup widget in Free plan?

I noticed many themes have a widget for signing up blog readers. The widget has a textbox to enter the email address and a signup button.
My questions are…
- where is this list of sign ups stored?
- can I see it in my dashboard?
- does it work with a free plan?
The blog I need help with is: (visible only to logged in users)

I believe you’re talking about the Follow Blog Widget. It is available on the free plan, and you can find more information here:
https://wordpress.com/support/widgets/follow-blog-widget/.
You’ll be able to see all your followers under Users>Followers/Email Followers.

No, I am talking about the actual Sign Up widget that -as I mentioned- has a textbox where the user enters his/her email address and then clicks on the Submit button. That is not the same as the Follow my Blog button.

Hi @lordofscripts – That button actually changes to an email field with a submit button if the user who is visiting your site does not have a WordPress.com account, but would like to signup to follow your blog. See the widget settings below, under “Non-WordPress.com users optional text”:

If a user is already signed into a WordPress.com account and viewing your site, we save them the trouble of having to enter their email and submitting when they want to follow.
If you would like to see it in action, add the widget to your site, log out of your WordPress.com account, and view your site to see what that looks like.
