Since I cannot contact wordpress, how can I get report a blog?

A blogger stole a picture of a friend of mines and is trying to pose as him on his blog making racist some racist comments. His blog has been inactive for a long time but unfortunately the picture and posts still remain. What can I do about it if I want to help my friend take the blog down?

You can do nothing because the image is not yours. The person who holds copyright must act – not you.
