Site Abuse, how may I prevent it?

Note that these people are running prostitution rings in various countries, put “comments” on my blog about video game playing, or advertise hookers in various cities. I keep marking them as spam, but they keep returning in different guises.
Anything that you can do about this abuse?

WordPress.com can’t do anything about websites that are hosted elsewhere.
However, you do have complete control over who can and cannot comment on your site.
Change your discussion settings so users must be registered and logged in to comment or to at least provide a name and email when commenting: http://en.support.wordpress.com/who-can-comment/
Enable comment moderation. You can choose between moderating every comment, or that you must at least approve someone’s first comment on your site. http://en.support.wordpress.com/settings/discussion-settings/#before-a-comment-appears
If you have either of those settings disabled you’re opening up your blog to spammers.
Lastly, for persistent spammers, add their emails, URLs and names to the comment blacklist: http://en.support.wordpress.com/settings/discussion-settings/#comment-blacklist

I’m not aware of an upgrade that costs $25. Could you specify to which upgrade you’re referring?

At the top of my dashboard it says that I can upgrade to wordpress premium for $25/ year.
