Site Address is reserved?

  I was trying to create a new blog under the site address:
  lucyanne.wordpress.com
  However a message appeared to say that this site address is reserved.
  Please could someone explain what this means? And is there any way that I can use the address still? If the person who has reserved it is inactive?

  Hi,
  Somebody else maybe using that name. Unfortunately, you cannot request to use that URL even if the person is inactive. Read the following link, it explains very well why you can’t recycle blog names:

  WordPress.COM now reserves a blog name to match an account name – to get a Reserved blog name you would need to contact the account owner and convince them to create the blog then transfer the name to you
