You’ll have to ask Google.

Your robots.txt file is valid and allows search engines to index your content.

this site http://www.seopenalty.com/ showing 10 points of my site
also homepage is not in GoogleYour search – cache:http://pakalerts.wordpress.com/ – did not match any documents.

This is not a wordpress.com issues. All issues about site indexing and SEO penalties are between you and the appropriate search engines. See > http://en.support.wordpress.com/search-engines/

The one thing to remember is that it can take up to 6 weeks for a blog to appear in the search engines. It isn’t something that happens immediately the majority of the time. Each time you make a post, wordpress pings all the major search engines and services so my suggestion is to be patient and it will happen.
Also, verify your blog with Google, Bing and Yahoo as explained in this support document: http://en.support.wordpress.com/webmaster-tools/ . That will typically speed up the process.
Also remember that it takes a while to get enough search engine juice for your posts to start showing up high in searches. You are competing with literally millions and millions of other sites.

@TSP
Did you notice the OP says:it was in google search but now it is not in google cache
This isn’t a wordpress.com issue … she said in a small voice

It shows up just fine in google (60+ results).
“The domain name DOES NOT appear to be banned.”
Google rarely does not cache a blog, but that doesn’t mean its not indexed.
The robots.txt does not block caching.
It just means Google did not want to take a picture of your blog since indexing and caching are 2 different things.

@TT, yes I did see that, but I’ve seen that before where a new site flashed into Google and then disappeared as quickly as it appeared.
-
Actually I haven’t seen it myself, but I’ve received emails claiming it has happened and if I remember correctly there was at least one other post here in the forums about that as well.
