  If i subscribe to the 4 euros plan can i create more than one website ?

  At WordPress.com a plan only applies to one site per plan. If you need more than one upgraded site you’d need further plans. (And note that plans are charged annually (or for two years) in advance, not monthly). You can of course make additional free sites.

  Multiple domains can be registered for a single site but only one of those will included in the plan cost — the rest will be an additional charge. If you wanted 3 separate sites, each with a custom domain, you would need to purchase a plan for each one.
