Site deletion?

Hello. If I delete the site can I re-sign up and re-claim the domain or will that be unavailable?
I basically just want a welcome page and other pages that don’t say ‘blog’ or ‘posted at blah blah date’. It’s really annoying! The only page I want times,dates, references to blog is son the blog page!
Do I have to delete for this or is there a way I can change things?

Changing a URL is meant to be a permanent and irreversible act. No changed or deleted blog URLs are recycled here, regardless of who registered and deleted them and the only exceptions are made are for URLs that were deleted 2 or more years ago

We wordpress.com bloggers do not have access to the template files underlying our themes on wordpress.COM hosted blogs and cannot edit them. This is a multiuser blogging platform. All blogs wearing the same theme use the same underlying template found on the live demo site for each theme.
Does Customize let me edit HTML?
No. Customize allows you to edit fonts, colors, and CSS only. You can change the appearance of a theme, but not its HTML markup or PHP code. If you require this functionality, please consider moving your blog to a web host that supports theme code modifications. I believe a self-hosted WordPress site is what you need. WordPress.org offers free software that you can install on a web server. You can upload and install themes and plugins, run ads, conduct ecommerce and edit the database. http://support.wordpress.com/com-vs-org/

WordPress.COM and WordPress.ORG are completely separate and have different username accounts, logins, features, run different versions of some themes with the same names, and have separate support documentation and separate support forums.
