Can I outsource my website design – therefore giving my blog a total new look. Or do I have to stick to one of the templates provided by wordpress. I know this is a really simple question, but I just wanted to check!

wp.com bloggers can only use themes that are available in presentation via dashboard. we cannot add our own themes sourced from elsewhere. most themes have customised header ability which does provide a degree of customisation.
however, if you’re interested in customising your blog so that it is distinctly unique, you may want to consider css upgrade, which costs $15. you don’t necessarily need to have css knowledge, though it definitely helps if you do.

Thank you both for your help but can I clarify something about purchasing a CSS Upgrade – the following is said on the Custom CSS info page:
“The CSS Editor allows the blog administrator to modify the visual style of the blog. While the theme’s HTML cannot be modified, Custom CSS gives you the power to make your own design.”
Can someone explain to me what the ‘themes HTML’ means and how it affects me modifying my site design?

The themes html is all the underlying template files which are php / html. Assuming that you choose a solid underlying theme to start with (which means Sandbox) editing the CSS file only will allow you to do pretty much anything design wise. You could buy the upgrade and employ a pro designer. The pro needs the upgrade to do the CSS voodoo. HTH.

The HTML is the structure.
In most themes that is pretty solid.
In Sandbox it is very flexible.
In neither can you actually change the structure.The CSS is the styling, presentation. It can manipulate the structure to a degree but CSS is not structure. It’s all about what it looks like.
