Site down, recovery link does not work

I’m developing a plugin and it has a critical error that has caused the site to go down – blank screen in browser.
I received an email about the critical error, and clicked on the recovery link in the email. Took me to the site with the recovery information in the link, but returned a blank screen.Info from the email:

Active theme: Psyclone Lite (version 1.1)
Current plugin: Example Settings (version 1.0)

More info:
- Not a blog site.
- Cannot access the dashboard.
- No pages/links/etc display anything
- The error indicates that a class name is already defined, yet it isn’t repeated in any of the code.
Can I use ftp to remove the plugin?
Is there another method to remove the offending code?
