Site hacked; need help

We had a site, kenyaquiltguild.wordpress.com, that got hacked a couple of months ago. The hacker is one person who repeatedly posts effectively the same advertisement about special conferences on finance being held in Mombasa. These posts were being sent out to all our members on a regular and most irritating basis. I contacted the organisation behind the postings, but had no joy from them. I wonder if there is any kind of police that can respond to this kind of blatant abuse of the Internet?
We were in the process of setting up a new site, https://www.kenyaquiltguild.org, and that site is now open. As principal administrator of the WordPress site, I changed the password to the WP site’s admin sections, hoping to block the hacker, and then set up a redirect to the new site. Apparently, I did not stop the hacker completely, because some of us have continued to receive these posts.
I can now take down the entire WordPress site, as we no longer need it, but I fear the hacker, who is in there firmly, will keep using it and abusing both our members and our visitors. I also want the right traffic coming to that site to be redirected to the new one.
Is there anything I can do to dislodge this hacker and stop him from abusing our site and our members?
