I did not close my site, but I did delete some blogs a year or so ago. Now I want to start working in my site again. Is there anyway to reopen my site or do I need to start a new one?

If you’ve logged in with the original username account associated with the site mentioned above, you should be able to access the Dashboard at http://nonameisacat.wordpress.com/wp-admin/ (Only you can access the Dashboard at that link provided you are correctly logged in.)
If you are referring to a site you deleted, you will not be able to reopen it and the address will not be available to you or anyone else. http://en.support.wordpress.com/delete-site/

On the delete site page, it says “you’ll never be able to reuse the address.” It doesn’t seem to suggest others can’t use it.

WordPress.com is the top level domain here. All free hosted WordPress.com blogs are on .wordpress.com sub-domains and there is no recycling of deleted blog URLs.
That is why there are warnings that blog deletion is irreversible and it’s why there is a confirmation link sent in an email that must be clicked to delete any blog. You can confirm by reading:

http://en.support.wordpress.com/recycling-blog-names/However, you can register another blog with a similar name. http://en.support.wordpress.com/register-a-blog/
Or you can register a domain via a domain mapping upgrade and it will not matter what the underlying .wordpress.com address is.
