  Hello dear support :)
  I have a backup of my old site which was made on WP 4.6(Not sure).I have only one backup file ‘sitename.tar.gz’. Is it possible to transfer all settings to a new domain?Should I have WordPress been installed on a new website?

  This forum is for WordPress.com sites.
  That means, if you want to bring your site here to wordpress.com, you can use your backup file to get all the data.

  If you are planning to move your site to a self-hosted WordPress, i.e. WordPress.org, then you should ask for help in the wordpress.org forums here: https://wordpress.org/support/forums/
