  Is it possible to make a site on a computer that isn’t connected to the web (using the WordPress self-hosted download and a downloaded theme) and then migrate/transfer it to WordPress.com?

  The blog I need help with is: (visible only to logged in users)

  Yes it is possible to make a site on local host using WordPress.ORG

  and a downloaded theme) and then migrate/transfer it to WordPress.com?

  Only content can be exported and then imported to WordPress.COM. But any custom changes like changes in theme, php files, etc cannot be migrated to WordPress.COM
