Logged into account and site is not there. Trying to find account history to see what happened.

Can you share the url of the site if you still remember it. If it isn’t hosted on WordPress.com then it could’ve expired from wherever you had it hosted from.
You ca visit http://whoishostingthis.com/ and input your url to check host and domain registrar.

I have a self hosted WordPress site with my webhost but I’m unable to link it as my primary site. I accidentally created an http://example.WordPress.com site which isn’t allowing me to remove it and add my self hosted site URL.
I tried going to my WordPress admin dashboard and looked for the remote publishing option to enable my XML-RPC but I don’t see that option under my wp admin dashboard under general>settings>writing>remote publishing. As a result, WordPress is unable to recognize my site to enable XML-RPC and to use Jetpack Publicize feature, even though Jetpack says it’s connected to my URL.
I used to have these enabled until I had to update my database and move to a managed cloud server with my hosting company. Please help! Thanks!

If Jetpack is connected to your self hosted site, it is not connected to the account you are contacting us from. Do you have another WordPress.com account by chance?
Also, what is the URL of the self-hosted site? I can look that site up and see what account it is connected to.
