site name unavailable after changing username

I logged onto an old WordPress.com account to delete the old, unused site, change the username, and create a new site based on that username.
Going through the steps, I first deleted the old site permanently.
Next, I went to the account settings page and chose my new username. It was available so I confirmed it.
On the radio selector for “Would you like a matching blog address too?” I selected the second option: yes, change {old site}.wordpress.com to match my new username and discard the old address. I chose it because of the discard comment but now I believe I made a mistake.
I’m now unable to access or create anything at the new site: {username}.wordpress.com
It doesn’t appear on My Sites and when visiting the address, I reach a notice that the author deleted this blog which is not the case.This appears to be a bug in the system based on the blog address radio selectors. I never clicked a button asking me to permanently delete {username}.wordpress.com; only to create it and now I don’t have access to it.

What is the actual {username}.wordpress.com URL? If you are not comfortable talking about it in a public forum, we could move this conversation to email. But it is sort of a confusing situation without specifics.
