Site Not Displaying Properly In Various Screen Resolution

The menu heading displays correctly under the default screen size when opening a new webpage is opened through the browser. It’s when the window is resized smaller that the menu bar changes and becomes unusable.
If you continue to size it smaller, the menu bar begins working correctly again.
