Site Not Importing from XML File

Sorry for taking a while to get back to you on this. :(
Anyway, I took another look at the newest import file you sent (the one you uploaded to Dropbox). I noticed that, if I open it in a text editor, I see this at the very bottom:
Fatal error: Allowed memory size of 268435456 bytes exhausted (tried to allocate 71 bytes) in /home/exterminat/oxcgn.com/wp-admin/includes/export.php on line 360
Basically, this means that the export process on your WordPress.org host died in the same way as it did the first time. You’ll need to contact your host and have them increase the available PHP memory so that the export process can finish.
Sorry for not spotting this sooner, but essentially we can’t do much until we have a complete export file from your host. (If you see a similar message at the bottom of any new exports, they will not work.)

Darn! We have to point our nameservers back for the host to export our file… soon, this wild goose chase will be solved. :)

… so you know how this entire wild goose chase has been complicated? We finally got the full .xml file… but it’s nearly 500mb… You can catch that here.
If it makes any difference, we only need our posts from April 17th through August 12th.
I hope you’ve enjoyed the challenges that have come with helping us, heh. :)

You’re not going to like this, but the file you provided was actually an XML export from phpmyadmin, not WordPress itself.
Until we can get a WXR file from the normal WordPress.org export process, there’s nothing we can do.
