  WordPress.com is the host of designsbydochllc.wordpress.com. This site was created a couple of weeks ago and has yet to be launched. Perhaps you have another site hosted by Namecheap that uses the wordpress software. That is something completely different. But to confirm you are in the wrong place perhaps you could share the URL of the site that is “not running”.
