  Hi there, no, uploading videos directly to your website requires the Premium Plan, as that comes with VideoPress. https://en.support.wordpress.com/videopress/

  However, all plans (including free) can embed a video on WordPress.com if hosted by a popular video hosting service, such as YouTube or Vimeo: http://support.wordpress.com/videos/
