I want to redirect my site from http://kerplinky.wordpress.com .The new site url I want is http://jackiesforgetmenots.wordpress.com but the siite redirect won’t allow me to do that . Can someone help me do this please?

That’s because you can’t buy upgrades from a deleted blog.

Well maybe it would’ve helped to know that before now but my blog still needs to be redirected to jackies forget me nots.

The authors have deleted this site.

Can’t be done – once you deleted the blog it can’t be redirected as @RC stated above

one of the check boxes in the change a name is to not delete the old site

The DEFAULT, unless you say otherwise, is to delete the old blog. And that old blog is in fact deleted.
