  I am trying to set it up so I can have users register to my site and be able to post. I was told to look under general settings to enable it but it seems that it is missing.

  The blog I need help with is: (visible only to logged in users)

  To invite others to participate in your blog see:
  adding users http://en.support.wordpress.com/adding-users/
  user roles http://en.support.wordpress.com/user-roles/

  The limit is 10 invitations at any point in time. It’s a spammer prevention limit. So simply wait and then send out 10 more.
