When you are domain mapping to a domain URL from a free hosted WordPress.com blog it does not matter a feather or a fig what the underlying .wordprerss.com sub-domian URL is.
-
When we register a username account the matching blog is reserved for our future use. It cannot be obtained by anyone other than the person who has registered the matching username account.
There is no time limit on this at all. There is no expiration date on reserved blogs or on registered blogs that are unused.
If you own the username account https://en.forums.wordpress.com/profile/timbar
(link fixed by Tess)
then you can log in as Admin under that account and register the blog. http://en.support.wordpress.com/register-a-blog/ If you don’t own that username account then you cannot register the reserved blog. -

If you own the username account https://en.forums.wordpress.com/profile/timbar …

WordPress won’t provide information about account/blog owners. If the site is reserved it is probably owned by someone using Jetpack for a wp.ORG site, or using the name to access a private blog without he or she having a blog but only the account.
Your mapped domain http://timbarpkg.wordpress.com/ is clearly available online now.
