Site settings – want to set blog to 'private' but there are no options

I don’t seem to have any settings on my blog greenkentishtown.wordpress.com.
It’s an old blog set up a while ago, which I want to set private whileI update it. I followed the instructions here: http://en.support.wordpress.com/settings/privacy-settings/#site-visibility-options
However, I don’t seem to have any site settings available at all – under ‘settings’ all I have are a set of options for a poll plugin.
Can you help? I am the creator of the site as far as I know, rather than just an editor, but that might be the case. If someone can confirm I should be looking for an even older login I have then that would be great.

That would indicate you’re NOT the admin of the site, just an editor. Do you have another account that you might have used to create it?

You must be logged in as Admin http://en.support.wordpress.com/user-roles/#administrator under the exact same username account that registered the blog to access the blog’s dashboard.
