  Can I build my website with the WordPress app before I make it live with a domain and pay for hosting? I am afraid if I spend time making it and then want to move it to a domain and pay for hosting I will have to start over.

  You can make it here for free using a domain like Placeholder.wordpress.com and tinker with it all you want, and then either buy a domain name for it and stay, or buy a domain name for it and leave. You can also keep the Placeholder.wordpress.com name forever if you want.
