Site stuck in maintenance mode. Can’t update plugins

    I’m having trouble with my website as my plugins won’t update. It keeps going in to maintenance mode with this message ‘Briefly Unavailable for Scheduled Maintenance. Check Back in a Minute’. I’ve tried to delete the file from my public.html folder but it keeps coming back and my plugins fail to update. I can’t even remove them and re-install. Is there a bug in WordPress?
